According to the “China PV Industry Development Roadmap (2018)” and “China Photovoltaic Industry Development Roadmap (2019),” which were published by the China Photovoltaic Industry Association, the operation and maintenance costs of the centralized PV power stations in 2018 and 2019 are 0.05 yuan/watt/year and 0.045 yuan/watt/year, respectively.
Scenario 3 shows that even if subsidy is reduced by 50%, the cost–benefit indexes of PV poverty alleviation power generation projects from 2020 to 2025 in all resource areas are not lower than 1. This result means that reducing the subsidy by 50% once is possible under VAT preferential tax policy.
The subsidy reduction range of latter two stages exceeds 40 percentage, highlighting the accelerated rate of subsidy reduction for the commercial power plants. In light of commercial PV power plants, we simulate four scenarios for the SEPAP program subsidy strategies.
